 Licensure and Accreditation

The Ministry of Higher Education and Scientific Research (MOHESR) has redefined the licensure and accreditation journey for HEIs to enhance quality, efficiency, and user experience.

The new institutional licensure process now takeks only one week (if a local license exists) and involves a single site visit. Similarly, the accreditation process for new programs is designed to be completed within one week, followed by a verification visit before the program begins.

The timelines for renewing institutional licensure and program accreditation also has been significantly reduced - from a six-month process involving multiple evaluations to a streamlined period of 1.5 to 3 months.

Key enhancements driving these improvements include digitalization and automation of processes to reduce paperwork, outcome-based evaluations focusing on six key pillars: employment outcomes, learning outcomes, research output, industry collaboration, reputation, and community engagement. Accreditation decisions are guided by 24 specific Key Performance Indicators (KPIs), each with defined thresholds of high, medium, or low performance. For more information on the framework, please see the Outcome-based Evaluation Framework.

These reforms reflect MOHESR's commitment to fostering a world-class higher education system through transparent, efficient, and performance-driven accreditation practices.
